RESOLUTION CONCERNING OUTCOMES ASSESSMENT

In 1993, an ad hoc task force on Quality Assurance was appointed to study the issue of need for student learning outcome measurement and to recommend actions. This group completed its assignment is spring of 1994 and issued a lengthy report summarizing the issues, defining terms, and recommending a format and time line for developing a campus assessment plan. That report was endorsed by the Faculty Senate in this resolution:

WHEREAS:

      Various national reports and public policy organizations have called for greater emphasis on the effectiveness of higher education and for the development of both standards and commonly agreed upon goals, objectives along with indicators of academic quality and the results of academic programs; and

WHEREAS:

      The California legislature, Post-Secondary Education Commissions and CSU Trustees have expressed their intent that institutions of higher education should be more accountable and provide evidence of their effectiveness; and

WHEREAS:

      The accreditation standards of the Western Association of Schools and Colleges, as well as many specialized, national accrediting bodies in the professions, call for clear goals and objectives, and proof of the effectiveness of all areas of the university including academic programs and general education; and

WHEREAS:

      The recent WASC visitation team and final accreditation report from The WASC Commission on Senior Colleges identified assessment as a significant weakness of the campus and recommended a coordinated effort in this area; and

WHEREAS:

      A strong system of planning and budgeting require a data collection and evaluation component; and

WHEREAS:

      The Academic Affairs Taskforce on Quality Assurance has studied the need for outcomes and assessment, met with various constituencies, and put forward a report and proposed plan for developing and implementing a program of outcomes assessment; and

WHEREAS:

      Many departments and programs are already engaged in substantive assessment activities; be it therefore

RESOLVED:

      That the Faculty Senate accept the report of the Taskforce on Quality Assurance and proceed in developing concepts of outcomes assessment as an important step for providing the effectiveness of our academic programs.
